Περίληψη: Shortly after the recent outbreak of the ‘Greek crisis’ in 2010, the discourse concerning hydrocarbon exploration in Greece resurfaced and is currently enjoying widespread propagation. It is a particularly complicated discourse, wherein notions of hydrocarbons as ‘subterranean treasure’, ‘instrument of fiscal salvation’ and ‘method of geopolitical empowerment’ are firmly intertwined with opaque technical terms borrowed from the discipline of petroleum geology. Our research suggests that oil exploration in Greece has been attempted in various instances since the mid-19th century, most often in times of crisis and invariably accompanied by remarkably similar discussions, usually to no avail. Informed by this previous research, our paper focuses on the most recent emergence of Greek hydrocarbon discourse. We will show that the supposed “existence of rich hydrocarbon deposits” to the south of Cyprus and Crete, is intimately connected to large pipeline construction projects that are being discussed since the early 1990s. Indeed, generous deposit estimates make the most recently proposed pipeline –a 10 billion euro pharaonic offshore project connecting Israel and Cyprus to Italy, aptly named “Eastmed”- seem to be “economically viable”. However, the connection between deposit estimates and the construction of the “Eastmed” is not exclusively “technical” or “economic”. It is also geopolitical: the “Eastmed” pipeline aspires to provide large European countries with non-Russian hydrocarbons by a non-Turkish route, thus aligning Greek geopolitical interests to those of the United States. Residing on this complex crossroads between science, technology and global state politics, we find a peculiar brand of expert. Interestingly, the Greek petroleum geologists and “energy experts” involved in the “Eastmed” project are acutely aware of the multifaceted nature of their activities, to the point where one can find some of them calling their “scientific deposit estimates” by names such as “geopolitical numbers”. Our paper uses Greek experts’ public discourse and scientific writings to narrate the history of the “Eastmed” and the supposed “Cretan and Cypriot hydrocarbon deposits” from the 1990s to the present. The “Eastmed” pipeline is described as a material embodiment of “national interest”, a material configuration intimately connected to inter-state conflict, and shaped by it. It is thus shown to be a sort of “hazardous infrastructure”, where hazards stem from the infrastructure’s “proper function” rather than from its failure.
